836-B5-022 The Costa Rican Public University in the 21st Century. The case of the University of Costa Rica

Objetivo:

To analyze in the context of the international trends in higher education of the beginning of the XXI century the work of the University of Costa Rica in five core axes: financing, academic development of teachers, regionalization policies, the admission system and processes accreditation, in order to identify strengths and challenges that constitute relevant information for decision-making.

This research has as its subject the study of the Costa Rican public university in the twenty-first century, which implies placing it in the national and international context, emphasizing the socioeconomic, political and educational transformations that have occurred in Costa Rica in recent decades, as well as in the macro trends of higher education in the world and in Latin America. The approaches made by UNESCO at the World Conference on Higher Education (2009) will also be taken as a frame of reference. Given the volume of topics to be investigated and the complexity of these, the University of Costa Rica has been selected as the main object of study. Now, in the wide universe that constitutes this institution, five core axes have been defined on which the research will be based: a) financing, b) academic development of teachers, c) regionalization policies, d) the system of admission and e) the accreditation processes. The research and analysis of these axes will be done from the year 2000 and will necessarily involve relating them to others such as autonomy, evaluation, organizational and budgetary structure, and academic excellence, just to name a few of them.
